Do Node, Python and Rails genuinely run on this?
They do, and that capability is the reason the tier exists at all. Node.js, Python and Ruby on Rails run beside PHP, so an Express or Next.js API, a Flask or Django project, or a Rails application can live here without paying for a whole VPS. On the data side there is MySQL and MariaDB plus PostgreSQL, which a good many modern frameworks assume, and SSH means package managers, migrations and the exact workflow each framework's own documentation describes.
