What does HSTS preloading actually do to my .dev in practice?
Every browser ships with .dev already sitting on a built-in HTTPS-only list, which means a plain HTTP request for a .dev address is refused before it leaves the machine. Two consequences follow. A valid certificate is needed from the first minute the site serves anything, and your visitors get transport security nobody is able to downgrade: not you, not an accident, not an attacker.
Could a staging box or an internal tool on .dev run with no certificate?
No. Internal use gets no exception from the HTTPS-only rule, which caught out a good many teams who had been using dev as an invented local suffix before the ending ever went live.
